Perhaps modeled on Old Norse herbergi "room, lodgings, quarters."

Old English herebeorgian "take up quarters, lodge, shelter oneself" (cognate with Old Norse herbergja, Old High German heribergon, Middle Dutch herbergen), verbal formation from here-beorg "lodgings, quarters" (see harbor (n.)).
